Romney and Higher Ed - Janus University Blog

So far, the path Mitt Romney has set out for the Republican presidential nomination has not focused much on higher education.

Although President Obama has promoted a push for college affordability as a plank of his 2012 re-election platform since January, education issues of all kinds ? particularly those facing colleges and universities ? have been largely absent from the campaign for the Republican nomination.

Romney?s top challengers for the Republican nomination have had more to say on higher education than he has. Newt Gingrich, the former Speaker of the House whose resume includes a Ph.D. and a past stint as an associate professor, has boasted of his credentials as a historian and proposed a few ideas for colleges and universities. Rick Santorum, the former Pennsylvania senator, has not discussed education policy in depth, but has repeatedly?attacked colleges as liberal ?indoctrination centers? out of step with the rest of the country.

Romney, though, emphasizes his business experience and generally steers clear of criticisms of higher education. Education is not even mentioned on his campaign website?s list of ?issues,? where several regions of the world get their own position papers; a section on ?human capital? includes a brief mention of job training at community colleges, but nothing on student loans, Pell Grants or other issues important to colleges and universities.

Few people close to Romney?s campaign or with experience dealing with him on higher education issues in the past were willing to speak about him publicly. Several Romney education advisers, past and present, did not respond to repeated interview requests from Inside Higher Ed, or declined to comment on the candidate?s record and ideas on higher education. Nor did several people affiliated with private colleges in Massachusetts and the state?s university system during his time as governor.

So the education policies and attitudes of a potential Romney administration remain a mystery. Romney?s campaign book, No Apology, sounds the same alarm about international competitiveness as the Obama administration to call for improving American education, but he writes largely about his work with, and ideas for, the elementary and secondary school system. What is clear is that as governor he had high-profile fights with the leader of his state?s university system, that he is a generous donor to his alma mater, that he thinks highly of for-profit higher education and that a significant higher education software company, Jenzabar, is among his campaign?s strongest backers.

Romney has no shortage of academic credentials of his own, including two Harvard University graduate degrees from a joint J.D.-M.B.A. program. He has a history of donations to colleges and universities, especially Brigham Young University, his alma mater. And given his oversight of Massachusetts higher education during his term as governor, he has had the most recent contact with the country?s colleges of any Republican contender.

One of Romney?s first acts as governor of Massachusetts was to pick a fight with the president of the state university system, William M. Bulger, a powerful Democrat. Soon after taking office in 2003, Romney proposed reorganizing the state?s systems of higher education, making the Amherst campus largely independent of state aid, and arranging the other campuses, state colleges and community colleges into regional clusters.

Under the plan, tuition and fees would have increased, particularly at the University of Massachusetts at Amherst. But Democrats accused Romney of political ulterior motives: Bulger, the former state senate president, had reportedly angered the governor by refusing to testify before a Congressional committee investigating his brother, James (Whitey) Bulger, a notorious Boston mobster who spent 17 years as a fugitive whose whereabouts were unknown until he was arrested in July 2011. (Bulger eventually did testify, and said he didn?t know where his brother was.)

Romney denied the accusations of political motivation, saying that the plan would have saved Massachusetts about $150 million, part of an effort to close a $3 billion budget deficit. In the end, state lawmakers killed the Massachusetts plan. Bulger resigned under pressure from Romney in September 2003.

Higher education funding dropped in Romney?s first fiscal year as governor, cut from $1.2 billion to $1 billion, but increased every year afterward, eventually making up the loss. In an interview in January with the editorial board of the Ames Tribune (of Iowa), Romney said the chancellor of the system thanked him for the 10 percent budget cut, saying that he was able to get rid of departments that had not attracted student interest.

With state legislators, Romney also created a merit scholarship program for the state, the John and Abigail Adams Scholarship program. Students who scored in the top 25 percent on statewide assessments qualified for free tuition for up to four years at any public college. Romney made a personal visit to one high school each year on the day the recipients were announced, and described those days in his book, No Apology, as some of his favorites as governor.

?The cheers were deafening,? he wrote of those days, when top-scoring high school students were summoned to an assembly without knowing why the then-governor was present or what he would announce. ?I got more hugs than I get around the tree at Christmas.?

Still, a study of the program by the Civil Rights Institute at Harvard found that it failed to increase access to higher education. More white and higher-income students qualified than did those who were members of minority groups or came from needy families, although students from needy families were more likely to use the funds and attend in-state institutions.

The Romney name is also prominent at Brigham Young University, where a $1 million gift from Romney helped rename the university?s public policy center in honor of George Romney, the former governor of Michigan and Mitt Romney?s father.

In addition to that gift, the Romneys have given hundreds of thousands of dollars to the university, which is affiliated with the Mormon church and where Romney earned his undergraduate degree in English, through their charitable foundation. According to tax disclosures from the foundation, the Romneys gave Brigham Young $200,000 in 2000 and $250,000 gift in 2007, as well as smaller donations in other years. They have also donated $70,000 to the Harvard Business School through the foundation since 2000, and in 2001 gave $50,000 to Weber State University, a public university in northern Utah.

On the Campaign Trail

Romney is said to have several advisers working on higher education issues, but only three advisers on education have been announced by the campaign, and all appear to focus on elementary and secondary education: Nina Rees, a former Education Department official in the George W. Bush administration and the senior vice president for strategic initiatives at Knowledge Universe, a for-profit provider of early childhood education; Martin West, deputy director of the Program on Education Policy and Governance at Harvard; and Phil Handy, chief executive officer of Strategic Industries and a former chairman of the Florida State Board of Education. (The campaign did not respond to repeated requests for an interview, or to a request to provide the names of other education advisers.)

The advisers specialize in issues surrounding charter schools and the private sector?s role in public education. Romney is ?interested? in higher education but has yet to come up with detailed policy proposals, Rees said.

?It?s an issue he?s interested in, both because so many students are unable to pay off their student loans and the rising costs of higher education,? she said. But the campaign has not yet put together official proposals, she said.

In contested Republican presidential primaries ? and often, even in the general election ? higher education isn?t a top issue for many voters, but there are many who care about private or charter schools. The DREAM Act, which would provide citizenship to children who immigrated illegally with their parents to the United States, has been an issue in the debates, and Romney has vowed that he would veto the bill.

Romney?s advisers, including Rees, tend to have a private-sector bent. Idaho Superintendent of Public Instruction Tom Luna, who spoke at a policy roundtable on education as part of a Romney fundraiser, has pushed online education in his state. Luna and West did not respond to repeated requests for an interview from Inside Higher Ed. Nor did Bill Hansen, a deputy education secretary from the Bush administration who serves as finance co-chairman for education of Romney?s campaign and also spoke on education policy at the fundraising event, and is said to be advising Romney on higher education (although the campaign has not publicly announced him in that role).

On the campaign trail, Romney has praised Full Sail University, a for-profit college with links to some of his campaign donors, but has not addressed the issues facing the for-profit sector, or the Obama administration?s increased regulation, in detail. In the interview in Ames in January, he said he likes the idea of competition from for-profit higher education providers. ?Our institution of higher learning just keep passing on higher and higher costs,? he said. ?They don?t recognize that they need to compete, that they need to keep their prices down.?

Full Sail, by contrast, holds down the cost of their education ?by recognizing they are competing,? he said. ?We?re going to have to have greater competition among institutions of higher learning, and I believe they?re going to have to become productive.?

?His focus will definitely will be on finding ways to give access to those who need help the most,? Rees said. ?I think leveraging technology in the higher education space will be something he?s focused on, based on his views.?

Jenzabar and For-Profits

That could be good news for one of the top donors to a political action committee supporting Romney: Jenzabar, Inc., a company based in Boston that sells administrative software to colleges and universities.

So far, Jenzabar has donated $250,000 to Restore Our Future, a ?super PAC? that under new campaign finance laws can raise unlimited donations from corporations, unions and individuals. Like many top Romney donors, the company has links to Bain Capital, the private equity firm Romney helped found. Robert Maginn, Jenzabar?s chief executive officer, worked at Bain with Romney in the 1990s. In 2008, he was a finance co-chairman of Romney?s bid for the Republican nomination.

All but two of Jenzabar?s eight top executives have donated the maximum $2,500 personal contribution to Romney. They did the same in 2008, when Maginn served as Romney?s finance co-chairman. (Among those who have not donated is Maginn?s wife and Jenzabar?s chief operating officer, Chai Ling.) For most, the two Romney donations are the sole political contributions they have made since 1990, although one executive donated $250 to Obama in 2008.

In November, Maginn was elected chairman of the Massachusetts Republican Party, with Romney?s support. Since then, Jenzabar has become increasingly intertwined with the state GOP: Jenzabar has hired two former Republican Congressmen, including a possible challenger to Maginn, and a former executive director of the Massachusetts Republican Party as consultants, according to The Boston Globe.

Two of the three men are working at no charge for the state party while consulting for Jenzabar, leading to accusations that Maginn is blurring the lines between his business and his political leadership. The company?s headquarters have also played host to a fund raiser for Republican Senator Scott Brown.

Jenzabar representatives did not respond to Inside Higher Ed?s questions about the donation or other political activity.

So far, Romney hasn?t dropped Jenzabar?s name in conversations about educational technology, as he did when praising Full Sail University. And the company?s clients are individual colleges, not students or sectors, so it?s unclear whether they would benefit more from a Romney presidency than from a second Obama term.

Unlike?Full Sail, most for-profit colleges have stayed out of the Republican primaries. Political action committees for some of the largest publicly traded colleges and universities have donated hundreds of thousands of dollars to Congressional candidates and affiliated committees so far ? largely to Republicans ? but appear not to have jumped into the presidential race yet.

Apollo Group, which includes the University of Phoenix, is the exception: the company?s political action committee has given $5,000 to Romney?s campaign, the maximum allowed in this election cycle and the group?s only donation to any presidential candidate (including Obama).

That could change once a nominee is in place ? and once that nominee unveils more about his plans for education policy.

So far, the only reference to higher education and the Romney campaign comes from an endorser, Meg Whitman, the former CEO of Hewlett-Packard and California gubernatorial candidate: ?From preschool to Ph.D., America must have the best education system,? Whitman wrote on Romney?s behalf. ?If we want to turn things around, and for our economy to bloom in the future, we need an absolute focus on educational excellence.?

NSC wants rules on research that could lead to biological weapons

The National Security Council is moving to exert greater federal control over scientific studies of highly lethal diseases and toxins in the face of mounting fears that the research could be used by terrorists and rogue states, according to people with knowledge of the process.

Under the NSC's guidance, the government plans to issue guidelines for research grants that would give agencies the authority to delay or restrict publication of findings they considered susceptible to "dual use" by terrorists or enemy states. The new guidelines are expected to be issued in the coming weeks.

But the possibility of stricter guidelines is also raising concerns about scientific openness and increased red tape that could slow the release of findings that would save lives.

"From our standpoint, it seems unreasonable for there to be approval of our research at every step of the way ? and then, once we have completed critically important experiments, to have an outside group conclude we should not publish," said Dr. Yoshihiro Kawaoka, professor of virology at the University of Wisconsin in Madison, who helped touch off the controversy with his work on the H5N1 bird flu.

"If infectious disease research in this country becomes regulated beyond what is appropriate, the U.S. will not be able to provide the breakthroughs the rest of the world relies on, and public health will suffer," he said.

Last year Ron Fouchier of Erasmus Medical Center in Rotterdam, the Netherlands, created a stir when he announced at a scientific meeting that he had created a strain of avian flu that was both deadly and easily transmissible. The Kawaoka and Fouchier research projects, both funded by the National Institutes of Health, raised widespread alarm that if the studies' methodology and results were published in full, they could become how-to manuals for making biological weapons.

Security experts at the NIH stepped in to delay publication and remove certain details of studies that showed how Fouchier and Kawaoka altered the deadly H5N1 avian flu virus to make it easily contagious among mammals.

Until now, nearly all people who had contracted H5N1 got it through contact with a sick bird. The new research opened the possibility that a sick person could infect other people directly, stirring concerns about lethal pandemics.

Accepted for publication in the prestigious journals Science and Nature, the papers were sent to the NIH's National Science Advisory Board for Biosecurity, which urged that the studies not be issued intact. An expert panel of the World Health Organization decided Friday that the papers would not be published any time soon.

Despite the H5N1 scientists' compliance with the delay, the NIH and National Science Advisory Board for Biosecurity can only make recommendations to researchers, not compel action. The new guidelines would give federal agencies the legal authority to limit disclosure of research. Among the entities whose grant making could be affected are the Pentagon, Department of Homeland Security, Department of Agriculture and the NIH.

The guidelines would apply to research involving so-called Tier 1 select agents, a list of pathogens and toxins the government has determined pose the most severe threats to public health. H5N1 influenza is on the Agriculture Department's Tier 1 list.

In January, Fouchier, Kawaoka and more than 30 other top scientists in the field issued a public letter saying they had agreed to a 60-day moratorium on research to give the international scientific community a chance to find ways to gauge the benefits and reduce the risks of such work.

The WHO also decided at a recent Geneva meeting to extend the moratorium, but declined to specify the duration.

Santorum questions Obama's 'world view,' not faith

WASHINGTON (AP) ? Rick Santorum on Sunday condemned what he called President Barack Obama's world view that "elevates the Earth above man" and requires insurers to pay for prenatal tests that will encourage more abortions.

A day after telling an Ohio audience that Obama's agenda is based on "some phony theology, not a theology based on the Bible," the GOP presidential candidate said he wasn't criticizing the president's Christianity.

"I've repeatedly said I don't question the president's faith. I've repeatedly said that I believe the president's Christian," Santorum said in a broadcast interview. "I am talking about his world view, and the way he approaches problems in this country. I think they're different than how most people do in America."

The former Pennsylvania senator said Obama's environmental policies promote ideas of "radical environmentalists," who, Santorum argues, oppose greater use of the country's natural resources because they believe "man is here to serve the Earth." He said that was the reference he was making Saturday in his Ohio campaign appearance when he denounced a "phony theology."

"I think that is a phony ideal. I don't believe that is what we're here to do," Santorum said. "We're not here to serve the Earth. The Earth is not the objective. Man is the objective."

Obama's campaign said Santorum's remarks were another attack on the president's faith by Republican rivals in a nominating contest that has grown increasingly bitter and negative.

"It's just time to get rid of this mindset in our politics that, if we disagree, we have to question character and faith," said Robert Gibbs, Obama's former press secretary. "Those days have long passed in our politics. Our problems and our challenges are far too great."

Santorum said his claim that Obama's health care overhaul encourages abortions stems from the fact that insurance companies are required to pay for prenatal testing, which he said will result in more pregnant women having more procedures. He specified amniocentesis, a procedure that can identify physical problems in the unborn.

"The bottom line is a lot of prenatal tests are done to identify deformities in utero and the customary procedure is to encourage abortion," he said.

A doctor recommend abortion when a sonogram discovered health problems for Santorum's youngest daughter, who was born three years ago with a genetic condition known as Trisomy 18, which typically proves fatal. She has lived longer than most children born with the condition.

"This is typical," Santorum said. "This is what goes on in medical rooms around the country."

He said he's critical of the mandate in Obama's health care plan that insurers must pay for the tests, not of prenatal testing in general.

"There are all sorts of prenatal testing which should be provided free. I have no problem with that if the insurance companies want to. I'm not for any of these things to be forced," Santorum said.

Santorum spoke on CBS' "Face the Nation," while Gibbs was on ABC's "This Week."

'Red-eyed' Brown leaves Houston's funeral early

Each of the 1,500 invitations to Whitney Houston's funeral in Newark, NJ admits just one, but apparently her ex-husband Bobby Brown did not receive that memo.

According to New Jersey paper The Star Ledger, the R&B singer, 43, arrived outside of the New Hope Baptist Church Saturday afternoon with an entourage of nine people in tow, demanding that they all get seats in the front row.

The paper adds that Brown himself was allowed in, but he opted to leave with the rest of the people not admitted.

"He was allowed to go in, pay his respects and then he had to leave," a witness tells Us Weekly. "He was red-eyed going up to the casket and then left. He was there for 15 minutes."

A source has told Us that there is still underlying tension between Houston's relatives and Brown, who married Houston in 1992. Their divorce was finalized in 2007.

"There are family members who felt Bobby drove Whitney into drugs," one source explained. "But now Bobby is clean and Whitney has unfortunately passed. So there's resentment."

Ron Ashkenas: When the Help You Get Isn't Helpful

Have you ever received unsolicited, off-target advice? Some people just instinctually offer solutions when they see someone in need. But what if their understanding of what's wrong is, quite frankly, wrong? Should you politely listen, or can you help them help you?

Consider John, an account executive who is contemplating how to expand into a new market segment -- one that is wrought with regulatory challenges. With a puzzled look on his face, he walks past Samantha, who asks, "Are you okay?" John responds, "Not really, I'm trying to figure out how to gain access for more of our products into Latin America." Samantha immediately runs to her office and returns with a 100-page analytical report detailing the region. She then spends the next ten minutes going over a how-to guide on conducting market research. Out of respect to Samantha, John patiently listens. But despite her good intentions, Samantha's input is counterproductive. John might have benefited from Samantha's time if she had focused on solving his regulatory conundrum. Instead, John walks away feeling even more frustrated and perplexed.

This is not an uncommon scenario, especially in a culture of instantaneous communication. We've been programmed to respond quickly, but perhaps not thoughtfully, to questions. While we may genuinely want to help, we don't have the time to probe, brainstorm, and engage in dialogue to explore the core issues of a problem. Instead, we politely give an off-the-cuff response that often results in the kind of well-intentioned, yet irrelevant advice that was given in the example above.

The most dysfunctional consequence of this pattern is that colleagues who genuinely need advice on an issue will stop asking for it. When the input they receive is repeatedly wrong, they unconsciously begin to dismiss the value of others' input. This creates an individualistic culture where people try to solve problems in isolation without the benefit of multiple perspectives.

If you find that you often receive unhelpful help, here are several ideas could increase your odds of getting good input.

Target your requests. Instead of asking whoever is available, intentionally target certain individuals. Create a list of people who have access to resources, information, and relevant experience about your problem. Expand your list to include friends and colleagues who tend to challenge the norm and see the world differently. Make a point of including people who are likely to have useful views but you might hesitate to approach because you think they are too busy or wouldn't be interested.

Frame your question. Before asking for input, figure out what you really need: What kind of advice are you looking for? What information would be useful? Are there gaps in your thinking? Then consider how to frame your question so that you solicit the right advice.

Redirect the conversation. If the person offering advice jumps to conclusions, be prepared to redirect them. Most people will not be offended if you politely refocus them. For instance, had John interrupted Samantha's lecture on market research by saying, "The issue isn't our understanding of the market, it's how to deal with the area's regulatory restrictions. That's where I could use some help," Samantha could have spent the next ten minutes firing off some useful ideas.

Often people try to help but miss the mark. If you really want quality input, don't shrug your shoulders and walk away frustrated. Take the lead in getting the help you need. By carefully targeting the sources of help, framing questions more sharply, and keeping the conversation on topic, you're more likely to benefit from reaching out to others -- and they will feel better about being able to help you.

Central Whidbey Soccer Club is currently holding registration for spring recreational soccer.

Obama promotes manufacturing at Wisconsin plant (AP)

MILWAUKEE ? President Barack Obama is using the resurgence of U.S. manufacturing to make an economic case for his re-election, touring factory floors and promoting a made-in-America message that seemed to fit his political campaign like, as it turned out Wednesday, lock and key.

Most presidents like to surround themselves with proud workers at factories, but Obama has gone further by making the rebounding manufacturing a key plank of his election-year agenda, arguing that the increasingly service-oriented U.S. economy needs to make things in order to prosper in the long run. He opened a three-day political trip with a stop in Wisconsin, a state he won handily in 2008 but is expected to pose more difficulty for him this year.

Obama called for tax cuts for American manufacturers and higher taxes for companies that move overseas, pressing what he hopes will be a winning campaign issue. He also acknowledged that many factories have closed, their jobs have gone overseas and a lot of them "are not going to come back."

"In a global economy, some companies will always find it more profitable to pick up and do business in other part of the world. That's just a fact," Obama said at the Master Lock plant in Milwaukee. "But that doesn't mean we have to sit by and settle for a lesser future."

Departing Milwaukee, Obama was to attend two fundraisers in Los Angeles. The first was an outdoor fundraising reception at the home of soap opera producer Bradley Bell and his wife, Colleen. The campaign expects 1,000 supporters to attend, with tickets starting at $250.

Obama also was to attend a dinner at Bell's home co-hosted by actor Will Ferrell and his wife, Viveca Paulin. Eighty people were expected, with tickets costing $35,800. The fundraising will benefit the Obama Victory Fund, a joint fundraising committee for Obama's campaign and the Democratic National Committee.

When Obama talks up the economy, his focus on manufacturing is an essential ingredient, from his decision to rescue automakers General Motors and Chrysler to efforts to modernize plants and retrain workers. That message matters in places like Wisconsin.

Obama carried Wisconsin by 14 percentage points in 2008 but has watched his popularity fall amid tough economic conditions. Republicans, led by Gov. Scott Walker, captured nearly every statewide office two years ago and GOP leaders expect to target Obama throughout the Midwest this year.

Walker infuriated Democrats with efforts to curtail collective bargaining rights and faces a recall election later in the spring or summer that could serve as a bellwether for Obama in the state. Walker has said a win would deliver a "devastating blow" to Obama's re-election campaign.

Yet he was all smiles he greeted the president at the airport, a Milwaukee Brewers jersey in hand as a gift.

The president hit the road with good political news trailing him. Congress had reached a tentative agreement to extend a payroll tax cut that would mean an extra $40 per paycheck for a typical family, along with an extension of unemployment benefits. The payroll tax break was as the heart of Obama's jobs plan.

He suggested that a range of changes in the tax code could keep the momentum going. Obama has sought a reduction in tax rates for manufacturers and proposed tax credits that would cover moving expenses for companies that close production overseas and bring jobs back to the U.S.

He noted that Master Lock has returned about 100 jobs back to the United States from China since mid-2010 in response to higher labor and logistical costs in Asia.

"Manufacturing is coming back," Obama said. "The economy is getting stronger."

Administration officials contend manufacturing jobs are worth the investment, noting that 11 million people are employed in the sector and those jobs support spinoff jobs and spur a large amount of the nation's research-and-development efforts.

At Master Lock, the factory's setting was perfectly scripted for a president trying to portray a national economy on the mend after weathering an historic recession. Obama spoke in front of a backdrop of stacked orange metal boxes, many scratched and faded, and one of the boxes was stamped "Made in the USA" in black-and-white letters. One of the women he greeted in the factory wore a black T-shirt bearing on the back her company's slogan, "Tough under fire."

The manufacturing sector has taken its hits. Fifty years ago, a third of U.S. jobs were in manufacturing. Now even with the recent rebound, they account for just 9 percent, according to the Bureau of Labor Statistics.

Manufacturers shed 5.8 million jobs from 1999 to 2009 as many companies shifted jobs overseas to take advantage of lower costs and many plants were modernized and automated, allowing companies to do more with fewer workers.

But the sector has shown more vitality in recent months, bolstering Obama's case. Manufacturers added 50,000 jobs in January, the most in a year, and added 237,000 jobs in 2011, the largest annual boost since 1997. Of the 3.2 million jobs added by the economy since February 2010, about 400,000 are in manufacturing.

Others note that at times of high unemployment, Obama's optimistic take on the economy might fall flat with people struggling to pay their bills.

"He has to tread a fine line here trying to sound upbeat about the economy and tout any halfway decent statistics he can," said former Republican National Committee chairman Ed Gillespie. "But at the same time, he's in danger of looking out of touch with how blue-collar workers feel about the economy, which is not good."

The ABI - Association of British Insurers?- "The voice of the UK's insurance industry" issued a news release on the 31st January entitled? "From Aberconwy to York, Boston to Windsor - ABI Highlights the serious Flood Risk facing communities in England and Wales"

They said The worrying scale of the flood risk faced by communities in political constituencies across England and Wales is revealed today, 31 January 2012 by the ABI. Boston and Skegness in Lincolnshire is the constituency with the most homes at significant risk of flooding followed by the Vale of Clwyd, Folkestone and Hythe, then Windsor. In 92 constituencies there are 1,000 or more homes at high flood risk.


The ABI has analysed the latest Environment Agency flood data against the 573 parliamentary constituencies in England and Wales. This shows that, despite Government pledges to tackle the rising flood threat, thousands of homes and businesses remain at significant flood risk. Significant flood risk is defined as a greater than 1 in 75 chance of flood in any given year.

The findings reinforce ABI?s warning that, with the insurance industry?s voluntary flood agreement with the Government ending in June 2013, a new sustainable long-term solution needs to be urgently agreed to avoid as many as 200,000 high-risk households facing problems in getting flood insurance after then.



The analysis highlights that the constituencies with the most homes at significant flood risk are:
